Cebu City's historic park redesign balances safety and heritage in 2026

Cebu City is moving forward with plans to redesign a historic park, aiming to improve safety and accessibility while preserving its civic character. Mayor Nestor Archival met with business leaders on 5 May 2026 to discuss upgrades that address cracked walkways, uneven paths, and poorly placed utilities.

The project seeks to transform the space into a better-organised urban area without losing its open, community-focused identity.

The current park faces several issues that endanger visitors. Cracked jogging paths, deteriorating flooring, and unsafe exits create hazards for pedestrians. Electrical transformers are poorly positioned, and mature trees, though valued, need better protection.

The redesign will introduce wider walkways, clearer entry points, and expanded green spaces. Shaded corridors, additional seating, and new amenities—such as public toilets, kiosks, security outposts, and playgrounds—will also be added. A key feature is a 12-metre entry and exit corridor aligned with the Cebu Provincial Capitol axis, designed to reduce conflicts between people and vehicles while guiding movement toward the central fountain. The plan maintains open sightlines connecting Osmeña Boulevard, the fountain, and the Provincial Capitol. Excessive structures will be avoided to keep the park’s civic character intact. Existing mature trees will receive protection, and service zones for utilities will be reorganised to improve maintenance access. Local architects and business leaders are involved in shaping the modernisation while respecting the park’s historical significance. The City Government will continue consultations with stakeholders as the design evolves, ensuring the process remains open to feedback and adjustments.

The project aims to create a safer, more functional park that retains its historical charm. Wider paths, better lighting, and improved amenities will address current risks while enhancing the space for the community. Further discussions with stakeholders will refine the plans before implementation begins.
