Germany Approves App-Based Health ID Verification via Biometric Video Identification

Germany’s digital health agency, Gematik, has approved a new identification method for creating a Health ID. The procedure, developed by Nect GmbH, allows patients to verify their identity securely via an app. This marks a significant step in digital healthcare access in the country. The approved method is called 'Nect Ident with ePass' and uses automated video identification with NFC enhancement. It combines AI-driven video analysis with NFC reading of ID documents to cross-check biometric data and security features. Patients can create their Health ID using either their national ID card with PIN or their electronic health card (eGK) and its PIN.

To obtain the necessary PINs, insured individuals must visit a citizen service office or a health insurance branch. The identification process works exclusively through the app, not via a browser, to ensure maximum control and security. Gematik cleared the same procedure for ordering the PIN for the health card as early as August 2025.

Nect GmbH is currently the only authorised provider for this procedure. The company is also pursuing BSI certification and will undergo the process once the required test catalogs are complete and testing bodies are accredited. The procedure must meet strict eIDAS requirements for security, data protection, and tamper resistance. However, Gematik approved it without formal review by the BSI or the Federal Commissioner for Data Protection. Approval can be revoked if compliance with eIDAS requirements is no longer guaranteed.

The newly approved method provides a biometric alternative to the eID system. It enables access to e-prescriptions and the electronic patient record. Despite its approval, the process of technical guideline negotiations in Germany remains slow, often delaying technological advancements. The new verification method offers patients a secure way to access digital health services. Nect GmbH’s procedure is now the sole authorised option for direct Health ID generation. This allows immediate access to applications like the electronic patient record or the e-prescription system.
