Kazakhstan Pushes Bold Reforms to Lure Long-Term Innovation Investors

At a government meeting, Prime Minister Olzhas Bektenov raised the issue of attracting long-term investment to fund innovative projects. The Ministry of Science and Higher Education has been tasked with developing new mechanisms to secure such investments.

"Investment incentives are essential," Bektenov emphasized. "Currently, few entrepreneurs are willing to allocate significant funds to innovation—not just in Kazakhstan, but globally. We need mechanisms to encourage businesses to invest."

Science and Higher Education Minister Sayasat Nurbek reported on existing approaches, including commercialization grants, R&D tax incentives, endowment funds, and other measures.
