Regional digital technology authorities have announced that artificial intelligence is now being deployed in the healthcare system. One key milestone in this modernization effort is the launch of the innovative Cerebra AI system in three of the region's stroke centers.

The project aims to automate the analysis of CT scans and reduce response times for patients suspected of having a stroke—a condition where outcomes hinge on the so-called "golden hour," during which medical intervention is most effective.

"Traditional CT scan analysis by a radiologist requires time for decoding and interpretation. The Cerebra AI system operates alongside the physician: its machine-learning algorithms assess images within minutes, highlighting affected areas and evaluating the extent of brain damage," explained the regional health department.

Automated analysis helps doctors determine treatment strategies more quickly, improving diagnostic accuracy. The AI can detect microscopic changes that might be overlooked during an initial visual examination under heavy workloads, thereby reducing the risk of patient disability.

The rollout of Cerebra AI is not an isolated initiative but part of a broader approach. To date, 16 medical facilities in the region have successfully implemented a PACS (Picture Archiving and Communication System), which stores and transmits diagnostic images digitally. This has enhanced the quality of diagnostics for oncology and other socially significant diseases.

On a national scale, a pilot project to digitize the mandatory social health insurance system affects every Kazakhstani citizen. Designed to make financial flows transparent—from premium payments to reimbursements for specific medical visits—its core objective is to give residents greater oversight.

Through personal accounts on eGov Mobile or Damumed, users can now see not only their insurance status but also detailed records: which services were provided, when, and at what cost to the fund. This system helps prevent "ghost billing"—instances where clinics charge for services never actually rendered.

Automated checks will verify every patient visit. For a clinic to receive payment for a procedure or consultation, three conditions must be met: digital confirmation of the patient's visit, accurate data in the system, and no outstanding tax liabilities on the part of the medical institution.
