Putin orders sweeping education reforms to boost AI and bioeconomy by 2026

Russian President Vladimir Putin has ordered a major update to the country’s educational standards. The changes will focus on bioeconomy, biotechnology, and artificial intelligence (AI), with strict deadlines set for implementation. The government must now draft new policies and strategies to meet these goals by mid-2024 and beyond. By June 1, 2024, the Cabinet of Ministers must finalise a long-term bioeconomy development strategy for Russia. This plan will include a full support system for bioeconomy projects at every stage of development.

The overhaul of educational standards will prioritise interdisciplinary training. Specialists will receive deeper education across natural sciences, engineering, and economics. AI technologies will also be embedded into the curriculum to modernise teaching methods. Proposals for revised federal state educational standards must be submitted by September 1, 2026. Alongside this, the government must develop programs to promote biotechnology and bioeconomics, with a progress report due by August 1, 2026. To ensure enough skilled workers, officials will assess human resource needs for bioeconomy projects by July 1, 2026. If shortages are identified, the number of state-funded university and college places in relevant fields will be increased.

The government’s deadlines span from mid-2024 to late 2026, covering strategy approval, program development, and educational reforms. The changes aim to strengthen Russia’s bioeconomy sector by integrating AI and interdisciplinary training into higher education.
