Rais Tulebayev, born in 1941, dedicated his life to medicine from an early age. His career spanned clinical practice, research, and leadership, leaving a lasting mark on otorhinolaryngology in Kazakhstan and beyond. Today, he continues to influence the field as honorary president of the Eurasian Association and a key figure at Astana Medical University. Tulebayev graduated from Semipalatinsk State Medical Institute before starting work as a district otorhinolaryngologist in the Jambyl region. By the early 1970s, he had defended his PhD thesis and joined the Research Institute of Regional Pathology. There, he pioneered studies on how industrial and environmental conditions affected workers’ ENT health—the first research of its kind in the republic.

In the mid-1970s, he took on a leadership role at the Republic’s Ministry of Health. Under his guidance, new research laboratories and institutes were established, strengthening Kazakhstan’s medical infrastructure. His efforts in the 1990s further elevated domestic otorhinolaryngology to global standards. After completing his doctoral thesis in the early 1990s, Tulebayev was appointed rector of the Shymkent State Pharmaceutical Institute. In 1995, he became a corresponding member of the Academy of Sciences of the Republic of Kazakhstan. Nearly two decades later, in 2014, he co-founded the Eurasian Association of Otorhinolaryngology—Head and Neck Surgery and served as its first president.

Tulebayev’s career reflects decades of achievement in medicine, education, and research. His work in otorhinolaryngology has shaped clinical practices and institutional development in Kazakhstan. Even now, he remains an active mentor and leader in the medical community.
