Russia Launches Eastern Europe's Largest Plastic Recycling Plant in Record Time
Russia's largest plastic recycling facility, Ecoline-Vtorplast, has opened in the Moscow region. Built in just 23 months, the plant is the first of its kind in Eastern Europe and the post-Soviet space. The facility processes plastic waste from the nearby Vostok waste complex and produces high-purity secondary granules. It also houses a separate plant, Ecoplast, which manufactures finished goods—such as garbage containers and pallets—using 30% to 100% recycled content. This creates Russia's first complete plastic waste processing cycle.
The plant's annual capacity includes 120,000 containers, while its recycled products follow the bottle-to-bottle principle. An agreement has already been signed to supply SIBUR with shredded plastic for producing recycled pellets, which will be used in water bottle manufacturing. Over 41% of the technologies and equipment come from Russian suppliers, with the remainder sourced from Turkey, Serbia, and China. The total project cost reached 11.7 billion rubles, including 2.9 billion rubles in federal funding. The complex is expected to generate 4.5 billion rubles in tax revenue over its first decade and create up to 200 local jobs.
The facility marks a significant step in Russia's plastic recycling infrastructure. It operates as the only fully integrated plant of its scale in the region, combining waste processing, granule production, and finished goods manufacturing.
