Often described as a group of nine advanced intelligences, it is said to guide humanity's spiritual growth and planetary evolution. Interest in the concept has grown recently, fuelled by modern UFO disclosures and debates about non-human intelligence.

The earliest documented references to the Council of Nine date back to the early 1950s, shortly after the Second World War. Indian mystic Dr. D. G. Vinod reportedly channeled entities identifying themselves as the Nine during this period. The modern version of the Council took shape in the mid-twentieth century, a time when parapsychology, UFO phenomena, and altered states of consciousness drew widespread attention.

Andrija Puharich, a U.S. Army physician and parapsychologist, played a key role in early accounts. Through his Round Table Foundation in Maine, he conducted séances and psi experiments exploring the Council's messages. By the 1970s, Puharich established Lab Nine in Ossining, New York, where psychic Phyllis V. Schlemmer became the primary channeler. She relayed messages from the Council through a spokesperson identity known as Tom.

Messages attributed to them emphasise expanding human consciousness, ethical technology use, and warnings about fear-driven social systems.
