Vladivostok's bold urban overhaul transforms historic Orlova Hill by 2040

Vladivostok’s city administration has launched public consultations on a major urban redevelopment plan near 17 Nekrasovsky Lane. The project, centred around Orlova Hill, will transform the area with a mix of cultural, residential, and commercial buildings. Construction of the key cultural site is already 41.5% complete as of January 2026. The heart of the project is the Museum and Theater-Educational Complex (MiTOK), a presidential initiative funded by the National Cultural Heritage Foundation. This 80,000-square-metre cultural cluster will occupy Orlovo Gnezdo Hill, the highest point in Vladivostok’s historic district.

The wider development covers over 132,000 square metres of floor space across the Leninsky District, bordered by Praporshchik Komarov, Aksakovskaya, and Sukhanov streets. Plans include high-rise residential towers up to 25 floors, a 200-room hotel, and an office building. To clear space, existing private homes, garage cooperatives, and dilapidated housing will be demolished. The city approved changes to urban planning documents in 2019, paving the way for the project. Full completion, including all residential and cultural facilities, is expected by 2040.

The redevelopment will replace older structures with modern housing, a hotel, and a major cultural hub. Public feedback is now being gathered before further steps are taken. Once finished, the area will feature one of Vladivostok’s largest mixed-use complexes.
