Québec solidaire proposes sweeping rent caps and landlord crackdowns
Québec solidaire has unveiled a bold housing plan to tackle affordability and protect tenants. The proposals include capping rent increases, imposing heavier fines on landlords who break the law, and expanding housing for vulnerable groups. Party members unanimously supported the measures at a recent meeting.
Under the plan, annual rent hikes would be limited to inflation rates if Québec solidaire forms government. Ruba Ghazal, the party’s co-spokesperson, clarified that the cap would not affect small landlords. Landlords could still request higher increases at the rental tribunal if they justify the need.
The party also proposed much tougher penalties for housing law violations. Fines for individuals could rise to $100,000, while corporations might face penalties of up to $200,000. In severe cases, authorities would gain the power to expropriate properties from landlords who repeatedly neglect buildings or endanger tenants. Additional measures target profit-driven practices in the housing market. Stricter rules on property flipping and renovictions were suggested, alongside stronger enforcement against 'abusive landlords.' The party also committed to increasing housing access for women fleeing violence, homeless individuals, and Indigenous communities.
The proposals come as housing affordability remains a pressing issue across Canada, with rising rents squeezing tenants in major cities. If implemented, the policies would introduce stricter oversight of landlords while expanding protections for vulnerable residents. The plan now awaits further debate as the party pushes for its adoption.
